Philip received a Masters of Laws in Commerce and Technology from the Franklin Pierce Law Center in January 2009. He also received a Bachelor's of Science degree in Hospitality Management from the University of New Hampshire in 2000.

Philip is the author of "Property Damage from Water Run-Off" which was published by the New Hampshire Bar Association in October 2005.

Personal
Born in Manchester, New Hampshire, Philip is married to a registered nurse and is the father of two children. He also enjoys playing sports, rebuilding classic cars and attending sporting events with his family.
